The Consultant(s) will assist USAID’s A&A Lab in researching and drafting a series of new A&A Guides for USAID. The Guides cover a range of contracting issues with the intention of influencing and improving USAID operations.
The Consultant(s) will conduct research of open sources addressing a range of contracting issues, as directed by the A&A Lab, and produce research reports. Research could include review of GAO cases, GAO or various IG audits, reports of contracting associations, and publications from interested stakeholders. From the research reports, the Consultant(s) will develop guides (i.e., packaged guidelines, samples, and/or templates) to facilitate the adaptation of various contract methods. Representative topics include Oral Presentations, Time and Materials Contracts, and Transition Awards. The guides will typically be 5-10 pages in length. The Consultant(s) will produce a total of 6-7 guides before April 15, 2024.
This role requires a deep understanding of USAID operations, a commitment to project success within the USAID framework, excellent writing skills, and a results-oriented approach.
Principal Responsibilities
- Conduct research of open sources over a range of contracting issues.
- Develop guidelines, samples, and/or templates for Designated Contract Actions Types to facilitate the adaptation of innovative contract methods.
- Develop training and materials for 1-2 hour long virtual courses discussing various contracting modalities or concepts (contingent on budget availability).
- Collaborate with USAID personnel and teams.
- Other related duties, as assigned.
