Partner Landscape Assessment Consultant - Liberia

As USAID/Liberia develops its Localization Strategy, the Mission will use existing and emergent partners and local voices to drive the development of a useful and responsive strategy. Achieving these goals will require an understanding of the landscape of actors that USAID/Liberia is currently or should be partnering with; the context within which they operate; and their motivations, enablers, and inhibitors.

USAID/Liberia will use this Partner Landscape Assessment (PLA) to identify the local organizations in the systems relevant to its Country Development Cooperation Strategy (CDCS) and will seek to identify how the Government of Liberia (GoL), local authorities, community-based organizations, private sector, foundations, and other donors work with one another in the local context, their capacities and proficiencies, barriers they face in partnering with USAID and each other, and challenges in accessing USAID funding.

The team that will complete this PLA will consist of three individuals: One Project Lead (remote) and two local consultants (based in Liberia). The team will plan an in-country assessment of local organizations, coordinate an outreach campaign, collect data through various methods (e.g, self-assessments, interviews), assess and analyze data, and write a final assessment report.

The Local Consultants will be responsible for performing research to identify local organizations in Liberia, including the design and implementation of organizational self-assessment surveys, and conducting interviews with a range of local organizations, including non-governmental organizations (NGOs), civil society organizations (CSOs), and academic institutions. The Consultants will contribute to the final report and ensure that work products are error-free, consistent, and accurate. Local consultants should expect to travel, as needed to conduct the Key Informant Interview (KII) phase of the implementation.

Roles and Responsibilities

  • Work with the remote and local consultant(s) to conduct a public outreach campaign and identify organizations to include in the landscape assessment.
  • Under the guidance of the lead consultant and on an agreed upon timeline, perform interviews with local organizations based on the protocol approved by the client.
  • Send raw interview data and relevant notes to the team lead and other consultant team members on a daily basis, ensuring the accuracy of the content and verifying the accuracy of all referenced information.
  • Assist with the final written analysis, ensuring the accuracy of the content and verification of all referenced information.
  • Meet a tight deadline based on client needs.

Qualifications

  • Bachelor's degree in social sciences, statistics, international development, journalism, communications, humanities, or a related field.
  • Minimum eight years of experience consulting within the international development sector.
  • Based in Liberia.
  • Experience in evaluation and assessment design methodologies and qualitative data analysis.
  • Experience implementing and conducting USAID assessments and evaluations is preferred.
  • Fluency in written and spoken English is required.
  • The ideal candidate will have served clients or completed projects in Liberia and worked with Liberian civil society.
  • Detail-oriented, analytically-minded, and multi-tasker.
  • USAID experience is a bonus, but not required.
